Preheat the oven to 375°F (190°C). Grease a large baking sheet with cooking spray.
In a large skillet over medium-high heat, add ground beef. Crumble with a spatula and cook until beef is fully browned.
Add diced yellow onion, green bell pepper, and chopped pepperoni to the skillet. Stir and cook for 5–7 minutes until onions and peppers are softened.
Stir in chopped garlic and cook for 2 minutes until fragrant. Remove skillet from heat.
Stir in 1/3 cup pizza sauce, Italian seasoning, ricotta, 1 cup shredded mozzarella, and 1/3 cup crumbled beef bacon. Mix thoroughly until cheeses are melted and mixture is cohesive.
Lay out flour tortillas and divide the beef mixture evenly down the center of each. Roll up tortillas firmly and place seam-side down on the prepared baking sheet.
Pour 2 cups pizza sauce evenly over rolled tortillas. Sprinkle with 2 1/2 cups shredded mozzarella, layer with pepperoni slices, and scatter 1/4 cup crumbled beef bacon on top.
Bake for 20–25 minutes until cheese is fully melted and beginning to brown around the edges.
Allow to cool for 5 minutes before slicing and serving warm.
